在delphi2005中，为什么在编辑器上的工具栏不能用？

刚打开delphi2005，当只有一个窗口时编辑器上的工具栏还能用，但是一打开多于两个的编辑窗口，编辑器上的工具栏就不能用了，不知道这是怎么回事，烦您指导！
