Lock Controls

1、打开一个工程，开启Lock Controls
2、然后用File->Reopen 一个工程

这时候 控件上和IDE界面上显示Lock Controls都是启用的
实际上界面中控件是可以调整的

如果可以的话，希望修复下，10.1Berlin，在前几个版本中也是有这个现象的
