Use Unit / Insert Frame bug

There is a problem with uses unit in french BDS2006 (and I supposed other version).
在法文 BDS2006 上有一个问题(我想在其他版本中也有)。

In function ShowProjectUseUnits(ASelf: TCustomForm): Boolean, the test :
IsUseUnit := ASelf.Caption = 'Use Unit' always return False.
