Add Shortcut Key for Tool->Debugger Options->Language Exceptions->Stop on Delphi Exceptions

这个功能以前研究过，OTA没提供这个选项。现在还没找到简单的方法，已知的办法是在程序中打开设置对话框去改那个 CheckBox，感觉不方便。
