Can you check the directory: (Program Files)\CnPack\CnWizards\Lang
Are there 3 directory with name 1028/1033/2052 ?

And after IDE starting up, can you select the 'Languages' menu item from 'CnPack' Menu to switch the interface language?

Based on the help and the menu being displayed, I do not think that I have this menu item enabled

It seems that our Multi-language supporting components did not find the languages files, so no language menu appears in the menu.

Can you check the language directories, such as "C:\Program Files\CnPack\CnWizards\Lang\1033", or 2052/1028
These files should exists in each directory:

CleanHis.txt
CnDebugViewer.txt
CnWizards.txt
Comments.ini
ConfigIO.txt
Dfm6To5.txt
Help.ini
Setup.txt
TipOfDay.ini

If you see these file correctly, it indicates that our Multi-language components has some bugs in them. We'll investigate more.

They (The listed files) are all there in all three directories

It must be a bug in our Multi-language components.
Could you help me to debug it?

1. Download a debug version of CnWizards and install it.
2. Run CnDebugViewer from start menu first, then run IDE. click the menu to show 'there's no language menu' problem. Our logging information will be recorded in CnDebugViewer.

3. Close IDE. Save the information in CnDebugViewer to XML file and mail to us.

Thank you for your help.

Does one have to install the cnpack first before installing newest version of cnpack?

NO. One can directly run the latest CnWizards setup exe file and install it.
